Rate Definition(s)

The word rate is a noun.  Rate means (1) the relative speed of progress or change, (2) amount of a charge or payment relative to some basis, (3) a magnitude or frequency relative to a time unit.
Rate is also a verb that means (1) assign a rank or rating to, (2) estimate the value of, (3) be worthy of or have a certain rating.
